Existence of State Administration Law Study Program (Siyasah Syar’iyyah) In Islamic Tertiary Institutions in Fostering National Law

There is a significant disparity in Indonesia between the eighty-four undergraduate (S1) programs and only five graduate (S2) programs in Constitutional Law (Siyasah Syar’iyyah) at Islamic higher education institutions, creating a notable academic gap. UIN Imam Bonjol Padang, despite hosting a high-demand undergraduate program in this field, has lacked a corresponding master’s program for over a decade. This research, therefore, aims to conduct a feasibility study for the establishment of a Master’s Program in Constitutional Law (Siyasah Syar’iyyah) at its Faculty of Sharia. Employing a qualitative method with a descriptive approach, this study analyzes primary data from interviews and secondary data from institutional documents to assess the program’s viability. The results indicate that the proposed program is highly feasible and possesses a unique distinction: a specialized focus on West Sumatran local governance, which is deeply integrated with Minangkabau culture and the philosophy of ‘Adat Basandi Syara’, Syara’ Basandi Kitabullah’. The study confirms the availability of six qualified doctoral-level lecturers with relevant expertise, a well-defined graduate profile, and adequate modern facilities under the faculty’s management. In conclusion, the establishment of this program is justified by high demand and institutional readiness, positioning it to contribute significantly to national legal development through a unique local governance perspective.
